Committed to Excellence in Exchange Visitor Compliance
As a U.S. Department of State designated sponsor since 2008, ITES maintains the highest standards of regulatory compliance for the Exchange Visitor Program. Our commitment ensures every teacher and host school receives quality service while meeting all federal requirements.
Our Regulatory Foundation
ITES operates under the regulations set forth by the Department of State's Bureau of Educational and Cultural Affairs (ECA). As a designated sponsor organization, we adhere to all requirements outlined in 22 CFR Part 62, which governs the Exchange Visitor Program. Our designation number and compliance history demonstrate our ongoing commitment to maintaining program integrity while supporting international teacher exchange and cultural understanding.
Key Regulatory Areas We Oversee
We verify all participants meet Department of State requirements including educational credentials, teaching experience, English proficiency, and background checks before issuing DS-2019 forms.
We ensure host schools meet accreditation standards and provide appropriate teaching positions, fair compensation, and professional development opportunities throughout the exchange program.
All exchange visitors and dependents must maintain health insurance meeting federal minimums: $100,000 medical coverage, $50,000 medical evacuation, and $25,000 repatriation coverage.
We maintain accurate records in the Student and Exchange Visitor Information System (SEVIS) and report all required program changes, ensuring full compliance with Department of Homeland Security regulations.
Our program emphasizes cultural exchange through community engagement, cross-cultural activities, and educational enrichment that extends beyond the classroom to fulfill the public diplomacy mission.
How We Ensure Compliance Throughout Your Journey
Comprehensive credential evaluation, background checks, and eligibility screening ensure every teacher meets Exchange Visitor Program standards before receiving sponsorship.
Regular check-ins, site visits when needed, and continuous communication with teachers and schools ensure program requirements are maintained throughout the exchange.
We guide participants through proper program completion, including fulfillment of the two-year home-country physical presence requirement as mandated by the Exchange Visitor Program.
Regulatory Compliance Questions
What is the two-year home-country physical presence requirement?
Upon completing your Exchange Visitor Program, you must return to your home country and reside there for at least two years before being eligible for certain U.S. visa categories. This requirement, outlined in INA Section 212(e), is designed to ensure exchange visitors share their U.S. experience with their home communities. Some participants may be eligible for a waiver based on specific circumstances. ITES provides guidance on this requirement but cannot provide legal advice regarding waivers.
How does ITES maintain its Department of State designation?
ITES undergoes regular reviews by the Department of State to maintain our sponsor designation. We submit annual reports, maintain accurate SEVIS records, respond promptly to all ECA inquiries, and demonstrate continued program compliance. Our track record since 2008 reflects our commitment to meeting and exceeding all regulatory standards while providing exceptional service to teachers and schools.
What happens if there's a program violation or issue?
ITES takes all compliance matters seriously. If any issue arises, we address it immediately through our established protocols. We work closely with the Department of State, host schools, and participants to resolve concerns while maintaining program integrity. Our proactive approach includes regular monitoring, clear communication of requirements, and swift intervention when needed to protect all parties involved.
Are there restrictions on where exchange teachers can work?
Exchange teachers must work in accredited primary or secondary schools (K-12) as full-time teachers of record. They cannot work in preschools, adult education programs, or post-secondary institutions under the Teacher category. The host school must meet state accreditation standards and provide a position that utilizes the teacher's qualifications and supports cross-cultural exchange objectives.
How does ITES verify English language proficiency?
We evaluate English proficiency through recognized assessments such as TOEFL, IELTS, or other Department of State-approved methods. Additionally, we conduct interviews and review teaching credentials to ensure participants possess sufficient command of English to teach effectively and participate fully in the exchange experience. This multi-faceted approach ensures teachers are prepared for success in U.S. classrooms.
What are the medical insurance coverage requirements?
Federal regulations require all J-1 exchange visitors and J-2 dependents to maintain insurance throughout their program with minimum coverage of: $100,000 per accident or illness, maximum deductible of $500, medical evacuation coverage of $50,000, and repatriation of remains coverage of $25,000. The insurance must be underwritten by companies with an A.M. Best rating of "A-" or above or equivalent. We help teachers understand these requirements and connect with compliant insurance providers.
Can program extensions be granted beyond three years?
Yes. Teachers in their third year may apply for program extensions of one or two additional years, allowing for a maximum of five years total participation. Extensions must be approved by ITES and require continued compliance with all program requirements, mutual agreement between teacher and school, and demonstration that the extension serves the program's public diplomacy objectives. Not all participants qualify for extensions, and each request is reviewed individually.
